DESCRIPTION: The Migrant Reengagement Coordinator will proactively identify and recruit migrant Out of School Youth (ages 16-21) who have become disengaged from school in the Wenatchee Valley and surrounding rural districts.  They will conduct comprehensive needs assessments, set goals, and maintain consistent engagement with the youth to empower them, foster personal growth, and address barriers that impede their education and employment.  The OSY specialist will facilitate referrals to appropriate resources and offer continuous support.

 

This position will act as a liaison and facilitator to school counselor(s), graduation specialists Family Advocates, other school staff primarily in and around Wenatchee, Eastmont, and surrounding Districts in supporting health and social work community organizations for migrant out-of-school youth to successfully establishing a goal towards completing high school; and pursue postsecondary education or employment. This may including enrolling in an alternative GED, technical, or other program that supports the preoperational needs towards attaining basic education.

 

ESSENTIAL FUNCTIONS:

  • Identify and recruit Migrant Out of School Youth (OSY) and provide initial comprehensive needs assessments and goal setting.
  • Regularly meet with youth and their families, guardians and/or other positive adults to establish goals and identify individual barriers to education and employment. 
  • Create plans for helping OSY overcome barriers and assess pathways that promote career and college readiness opportunities.
  • Collaborate with community agencies to increase their access to community resources that address the identified barriers to education and employment in order to meet needs of migrant OSY successful participation in Alternative Learning Experience (ALE) programs.
  • Conduct monthly check-ins  and any other necessary notes for each OSY on the caseload and ensure services are reported onto Migrant Student Information System (MSIS).
  • Regularly collaborate and communicate with participating programs to ensure successful referrals and direct services.
  • Conduct transcript audits for youth to assess the earned credits and determine the most suitable pathway for completing a high school diploma or alternative route. 
  • Present information and promote activities in outreach events and Parent Advisory Council (PAC) nights regarding the Migrant Education Program as well as school services/programs available to migrant parents and students, including instructional program services, adult basic education programs, GED programs, post-secondary opportunities, summer programming, MSDRS, and wellness exams.
  • Maintain cooperative working relationships with educational, social, legal and health service agencies.
  • Maintain highest standards of confidentiality and represent the agency in a professional manner.
  • Follow all Board policies and procedures. 

 

QUALIFICATIONS:

  • Bachelor’s degree in social work, education, counseling, or related field preferred.
  • At least 2 years of experience providing case management, counseling, or related direct services to at-risk individuals or youth sixteen to twenty-one.
  • Bilingual and Biliterate in Spanish and English demonstrating verbal and written skill.
  • Knowledge of K-12 systems and the ability to navigate resources for youth involved in these systems. 
  • Strong interpersonal skills and conflict management techniques. 
  • Computer skills: MS Office, Google Workspace, and Internet skills required
  • Experience working effectively with diverse populations, specifically migrant youth and families. 
  • Experience providing referral, advocacy & case management services. 
  • Valid WA State Driver’s license, regular access to reliable personal transportation and proof of insurance. 
  • Ability to work flexible hours including evenings as needed.
  • Demonstrated ability to provide community outreach strategies needed to recruit students. 
  • Demonstrated ability to utilize time management techniques to organize and prioritize work and ability to be flexible and adapt to programming changes.
  • Ability to work successfully as an ESD team member by contributing to the ESD Strategic Plan, including supporting agency initiatives and sponsored events.

BENEFITS: Health insurance benefits for employees working 630 hours or more per year include medical, dental, vision, life and long term disability plans through the School Employees Benefits Board (SEBB). Retirement benefits are provided through the WA State Department of Retirement Systems (DRS).

180 - 219 Day Employees - Paid leave benefits include 10 days of sick leave, 2 personal leave days and 11 holidays.

220 - 259 Day Employees - Paid leave benefits include 10 days of sick leave, 3 personal leave days and 11 holidays.

260 Day Employees - Paid leave benefits include 12 days of sick leave, 2 personal leave days, 14 holidays and 12 vacation days.

 

Tuition reimbursement, 50% up to $450 per year for qualified expenses.

Immigration Reform and Control Act Requirement:  The recommended applicant, if not a current regular employee, will be required to complete an INS I-9 form and must provide proof of employment eligibility prior to working.

 

Disclosure Statement and Record Check: Pursuant to Chapter 486, Washington Laws of 1987, the recommended applicant, if not a current regular employee, will be required to complete a disclosure form indicating whether he or she has been convicted of crimes against persons listed in the law. In addition, a background check, based on fingerprints, will be requested from the Washington State Patrol & FBI.  Employment is conditional based upon completion of the record check.
